OVERVIEW
On August 19, 2023, there was a garbage explosion at the Sarimukti TPA, then Governor Ridwan Kamil formed a team to speed up disaster management. In February 2024, I was asked to help analyze from a UX perspective and help business analysts determine user flow and information architecture for an integrated application between waste transport officers, TPS officers, TPA officers, and related officials to monitor waste movement in Bandung Raya, capacity & piles waste in TPS and TPA.

Challanges
As part of the pilot project for the digitalization of waste management in the Bandung Raya area (Bandung City, West Bandung Regency, Bandung Regency, and Cimahi), we are faced with the challenge of building an information system for waste management that can operate in a complex, fragmented environment with layers of bureaucracy.
Some of the main challenges in this MVP phase are:
- Designing a system specifically for internal actors: truck drivers, environmental agency officers, department heads, and landfill operators—with very diverse workflows.
- Creating a Progressive Web App (PWA) that can be used in the field with limited signal and low-spec devices.
- Translating manual and non-standard processes into digital formats without overburdening the existing users.
- Developing a solution that is robust enough to serve as an MVP, yet flexible enough to integrate with existing systems in other cities/regencies.
Problems
Through field research, workflow observation, and direct interviews with stakeholders, we identified various issues that are the root of the need for digitization, including:
Poorly documented transportation processes.
Many truck drivers lack a system for recording trips, delivery status, or real-time drop-off proof at the landfill.
Coordination between city/district environmental agencies and landfills is still manual
Scheduling waste collection, filling out task orders, and reporting issues still rely on chat, paper, or Google Forms.
Lack of visibility and tracking of waste volume
Heads of departments and landfill operators struggle to monitor the distribution of volume, quotas, and vehicle history due to the old system being partial and unsynchronized.
Absence of a reward system or field performance monitoring
Drivers and operators do not have a fair digital incentive system, as there is no valid data on the amount of waste collected.
The Process
In building the MVP for the SampahKita PWA, we employed a lean UX and service design approach, tailoring the needs of each user role within the operational context of waste management in the Bandung Raya area.

Mapping the Ecosystem
We start by mapping the roles and interactions among internal actors:

The goal is to design an MVP that focuses on the operational and logistics chain, not on interactions with the community.

Prioritizing Features Based on Role
The features we designed are divided by role:
Supir Truk Sampah
Daily task list, location check-in, issue reporting, drop-off proof.
Admin DLH
Transport scheduling, digital task letter, vehicle tracking.
TPA
Volume recording, quota dashboard by city/regency.
Kepala Dinas
Monitoring dashboard for trip achievements & Jakstrada reports.

Progressive Web App as a solution
We chose PWA because:
It can be accessed without installing from the app store.
Lightweight for use by
drivers & field officers.
Supports offline mode for poor signal conditions.
4.
Prototyping & Iteration
Designing an interactive prototype in Figma.
Conducting limited usability testing
with stakeholders from the City of
Bandung and West Bandung Regency.
Integrating feedback into the design, including improvements to the driver check-in flow and vehicle issue reporting form.

Implementasi & Validasi
MVP is being released gradually across the four regions of Bandung Raya.
Initial validation was conducted by
the TPA Sarimukti operator team and
the Bandung City DLH.
Feedback is used to develop the community version roadmap in the next phase.
